Network

When creating compute add a tag:

Under the Firewall section, expand Management, security, disks, networking, sole tenancy, select the Networking tab, and enter postgres-tutorial for the Network tags field.

Then in VPC network > Firewall you can add rules to all everyone to access by using that tag
